Workium ops can transfer an agency-added candidate into a Zero Deposit programme on behalf of the owning agency. Used to fix agency mistakes or accelerate priority cases.
When admins should use this
Use this when an agency has added a candidate to their general (UK Skilled Worker, Poland, Germany, etc.) pipeline by mistake, or when a candidate is clearly a Zero Deposit fit and the agency has asked Workium ops to make the move on their behalf. This action is gated to admins.
Admin Dashboard → Candidates. Above the candidates table you'll see the 'Transfer an agency-added candidate to a Zero Deposit programme' banner. Tick the candidates and click 'Transfer to Zero Deposit'. Per-candidate country pickers, single agreement signing block, and a per-row results screen — same wizard the agency uses.
Identical to the agency flow — candidate identity, notes/experience, mapped documents, status flip on the original row to 'transferred_to_zd'. The new ZD application is owned by the original agency, not Workium.
The agency still owns the resulting Zero Deposit application. They see it in their Zero Deposit tab and remain responsible for milestone payments. Workium ops is the witness/originator of the transfer but not the case owner.
Same rule as the agency flow — once the Zero Deposit application is created and the slot reserved, the transfer is permanent unless you manually delete the new ZD application AND free the slot in the zero_deposit_packages collection. There is no admin UI for this yet; use the database tools.
Every transfer fires an internal `zd_candidate_transferred` event email to the Workium ops inbox with the application id, original candidate id, programme, agency, candidate name + email, documents copied list, and the admin actor.
